Indiana county office planner

This tool posts to /api/county-office-planner and returns a county-specific office plan: which office categories to check first, what each office is useful for, suggested search strings, priority pulls, and caution notes based on parcel type and concern areas.

This is intentionally not a hardcoded live-link directory. Unverified county URLs decay. The stronger move is to return office targets, search queries, and pull priorities that remain useful even when county websites change.
